Howard Capital Open OS (HRO) is the public cognition and evidence system. The public licence applies only to original public content the site is entitled to license. Client facts, complete internal cases, scoring weights, rule libraries, prompts, multi-agent orchestration, internal evaluation benchmarks and project feedback data do not become public because a public page exists. This revision does not change the substantive licence; any later change requires separate legal review.

PRIVACY & CONTACT
Action entry points keep data collection minimal
The site has no account system. To understand whether distribution reaches specific content, it stores UTM attribution, page, anonymous session, device category and button events. It does not store raw IPs, page bodies, questions, files or AI answers, and does not use these records to identify people. First and recent attribution stay in the browser; anonymous events are retained for 90 days, while daily aggregates and append-only daily snapshots contain no identity data. General participation forms still compose email locally. The V0.4.3 seed-test feedback form stores only version, source channel, submission time, five product-use answers and optional role, scenario, contact and testing preferences. Never submit project content. Feedback is retained for 180 days. The official domain uses a Tencent Cloud Hong Kong server; the Sites build may use Cloudflare D1. CURRENT STATUS
Public version V1.1. Search engines, AI systems and other knowledge systems may crawl, index, cite and lawfully reuse public content; crawling, indexing, answer absorption, citation and referral are distinct states.
